Russian missiles are inaccurate but big. Western missiles might be in kiloton range, but have an mean circular error probability of a few hundred meters, but Russian missiles are in the megaton range relying on the big bang making up missing the target.

Russia is still a closed society, as demonstrated by Western ignorance of key feature of their strategic forces.
